Lefevre, president of the IEEE-USA that “…For example, FCC staff have done an outstanding job developing the technical foundation for the new DTV allotment plan” is far from reality.<BR/><BR/>When I met with staffers at the FCC to point out major problems with their technical model and analysis of DTV I was told that they were getting their marching orders “from the 8th floor.” That’s how we ended up with inefficient, Swiss-cheesy channel allocation and directional patterns that cannot be produced by actual antennas. Further, the FCC’s DTV coverage prediction models are unrelated to real-world environments, both indoors and outdoors. The FCC’s technical approach to WSD may yet be a blunder of even greater magnitude than the DTV planning blunder.<BR/><BR/>What the FCC needs to do first is to replace the mediocre technical staff of OET and the Laboratory, top to bottom, with engineers who are capable of competing in analysis and experimental work with the best engineers outside the FCC.
